At the same time, the Privacy Rule is balanced so that it permits the disclosure of personal health information needed for patient care and other important purposes. </p>
<p>The Security Rule specifies a series of administrative, physical, and technical safeguards for covered entities to use to assure the confidentiality, integrity, and availability of electronic protected health information. </p>
<p>The Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA, Title II) require the Department of Health and Human Services (HHS) to adopt national standards for electronic health care transactions and national identifiers for providers, health plans, and employers. To date, the implementation of HIPAA standards has increased the use of electronic data interchange. Provisions under the Affordable Care Act of 2010 will further these increases and include requirements to adopt:</p>
<p>• operating rules for each of the HIPAA covered transactions<br />
• a unique, standard Health Plan Identifier (HPID)<br />
• a standard and operating rules for electronic funds transfer (EFT) and electronic remittance advice (RA) and claims attachments.</p>
<p>In addition, health plans will be required to certify their compliance. The Act provides for substantial penalties for failures to certify or comply with the new standards and operating rules.</p>

So it is better to get hold of the brochure of multiple plans and then compare the rates and features of coverage.<br />

			<content:encoded><![CDATA[<p>Recession is not a period of charging high price to regular consumers.  Because we already facing difficulties on daily life.  As an average American, we all need insurance when we get sick.  Because of the high cost of medical expenses, without it, we couldn&#8217;t handle the bills.  Which we might not be able to pay for what we owe to the hospital.</p>
<p>From my work, my supervisor just notifies us that our current insurance gonna raise the price again.  I generally didn&#8217;t go to annual checkup.  But now, I felt so impulsive to check up my body.  Since all the money already paid to the insurance company.  I felt that I obligated to do so.  I hope that those insurance companies don&#8217;t our situation. Don&#8217;t increase the price of our insurance ever again. </p>

Whether you go to a doctor&#8217;s office,  a hospital or in the medical  facility you are given a HIPPA form that states how your medical records are confidential.  Ever sense HIPPA was established.  I have always wondered how safe my medical records are.  Recently, I watched Michael Jackson&#8217;s doctor state the disease that he was diagnosed with on national television.</p>
<p>I have read up on HIPPA and from the information that I have received HIPPA is supposed to be enforced whether you are alive or deceased. If this is a fact how can doctors or any medical staff speak about your medical condition without your consent? Obviously, he could not have given his consent knowing that he is no longer with us.  This brings up huge red flags for me.</p>
<p>For someone who has severe medical conditions.  I have always wondered what if I went into a doctors office and knew the person behind the front desk or the nurse.  And one night, that person is speaking to someone else in a related medical issue comes up with someone they know.  Will that person forget for a second that my medical is confidential?</p>
<p>For the most part, I believe HIPPA is a good program that does try to keep your records confidential.  Still, as we have seen with the Michael Jackson situation there a kinks that need to be sorted out.</p>

			<content:encoded><![CDATA[<p>Its an advantage for everybody to have a health card.Because in case of emergency you can run to the hospital even if you dont have a cash on hand at that time.But it depends what the health card can offer,In my case our company provided us a health card a MAXICARE.With this health card you will just present it when your going to have a check up,or tooth retraction or cleaning,warts removal,if your on going chemo therepy,accidents,annual physcical examination,etc.                                                                                                                                     One thing is that you have to check first all the accredited hospitals and clinic near your place so trhat its easy for you to go in case of emergency.Our health card is diducted to our monthly salary.At first,my co employee reacted on this because the price of the card is so expensive,but the benifits of the health card is very useful because no one knows when your going to use it most specially in case of emergency.No worries,no husstle,just present your health card everytime you&#8217;re going to have a check up or something to be midicated.</p>

I believe that those who want health insurance should have the right to receive it from the government. Although i think that they should receive it, they are entitled to pay a premium every single month for this service. Now, with this health insurance benefit they should only be accepted for a free service in a public institution. Otherwise if used in a private one, the people with the governmental health insurance benefit would have to dish out the amount demanded in a private practice. Where as a private insurance holder would have to pay the demanded sum according to their plan with their private insurer. This is mainly my out take on this issue, since i strongly believe everyone is entitled to a good health. Although at the end of the day it is a service and a certain price has to be paid.     </p>

Well, anyway when I did have insurance when I was single the cost was so high that I had to drop it cause that every few months they want to raise the the price and and then when you go to the hospital and then a couple of weeks later you would get a bill that is out rageous and that they would tell you that the insurance did not cover it and that now you will have to pay the bill.</p>
